Do apparel manufacturers help turn sketches into finished garments?

I’m curious about how much support apparel manufacturers provide when developing a new clothing design. If I have a sketch or basic concept, can a manufacturer help with things like tech packs, fabric selection, pattern making, samples, and adjustments before production? The Apparel Partner is one company I’m researching, and I’d like to understand what level of development support manufacturers typically offer. Has anyone taken a sketch from concept to finished garment this way?
